Guided by the principles of integrity, transparency, and accountability, the Board of Directors actively oversees the implementation of strategies across the healthcare system in the three key dimensions of economic performance, social responsibility, and environmental protection, ensuring the responsible use of resources and effective risk management.

Chung Shan Medical University Hospital is committed to enhancing the quality of healthcare services while maintaining operational efficiency and promoting the sustainable use of resources. Through digital transformation, the introduction of energy-efficient facilities, and process optimisation, the Hospital strives to reduce its environmental impact while improving patient satisfaction.

With the full support of the University and Hospital management, the Hospital has established a Sustainability Development Committee to promote cross-departmental collaboration and ensure that its action plans are aligned with national policies and the Sustainable Development Goals (SDGs). The Hospital also closely monitors changes and emerging trends in the healthcare sector, including reforms to the National Health Insurance system, evolving payment models, and the challenges associated with an ageing population. In response, we continue to adjust our operational strategies and resource allocation to sustain long-term competitiveness and maintain public trust.

In recent years, the Hospital has achieved a number of significant sustainability milestones, including the installation of solar power systems, the promotion of green procurement, and the adoption of smart healthcare applications. We also evaluate implementation outcomes through patient satisfaction surveys and internal audit mechanisms, using the results as a basis for continuous improvement. Looking ahead, we will continue to strengthen our governance framework, introduce more sustainability-oriented technologies and performance monitoring tools, and deepen collaboration with local communities, government agencies, and academic institutions. Message from the President

Medical education has never been solely about imparting knowledge and technical skills. Every student who enters the field of medicine brings with them aspirations for healthcare and a curiosity about life. The responsibility of a medical university is to guide students throughout their journey toward becoming healthcare professionals, helping them develop integrity, a sense of purpose, and the ability to grow professionally while remaining deeply grounded in humanistic care. Amid a rapidly evolving healthcare environment, this educational philosophy remains a core value that Chung Shan Medical University has steadfastly upheld.

Our founder, Dr. Chou Ju-Chuan, often encouraged future generations of healthcare professionals to embrace the philosophy of “Caring for People, Treating Disease, and Healing the Heart.” Simple as these words may sound, their true meaning can only be internalised through repeated clinical experience and through encounters with the real-life stories of individual patients. Chung Shan Medical University Hospital has always upheld the core values of “Caring for People, Treating Disease, and Healing the Heart,” and remains committed to delivering high-quality healthcare services and safeguarding the health of the communities we serve. In the face of population ageing, increasingly diverse healthcare needs, and the global movement towards sustainable development, healthcare institutions must go beyond their traditional missions of disease treatment and health promotion. We must also adopt a forward-looking approach to environmental, social, and governance issues, helping to create a healthier and more sustainable future for generations to come.

The sustainability achievements demonstrated by Chung Shan Medical University Hospital today are the result of the long-term dedication and collective efforts of successive superintendents, management teams, and all members of staff. These accomplishments have also established a solid foundation for our continued progress in the years ahead.

In 2025, the Hospital continued to deliver tangible results in sustainable development. We successfully completed third-party verification of our Sustainability Report and on-site greenhouse gas inventory verification by TÜV NORD, demonstrating the maturity and transparency of our sustainability disclosure and carbon management systems. The Hospital was also awarded the Low-Carbon Certified Hospital designation by the Taichung City Government, the Silver Award for Sustainability Reporting from TAISE, and the Happy Nursing Staff Award. In addition, we were recognised for Outstanding Practice in Health Sustainability in the United Daily News ESG Health Sustainability Awards. These distinctions reflect broad recognition of the Hospital’s continued efforts in environmental sustainability, employee well-being, and social engagement.

From an environmental perspective, the Hospital continues to advance greenhouse gas inventory management and emissions reduction. We have established a carbon management framework covering Scope 1, Scope 2, and Scope 3 emissions, while progressively moving towards our net-zero transition goals through energy-efficiency improvements, resource circularity, and low-carbon management initiatives. High-quality healthcare and environmental sustainability are not competing priorities. Through sound systems and innovation, they can complement one another and contribute to a more resilient healthcare system.

In healthcare delivery, the Hospital continues to deepen the development of smart healthcare through digital transformation, information security management, and precision medicine applications, thereby enhancing healthcare quality and patient safety. As a clinician, I have always believed that patient needs must remain at the heart of healthcare. The true value of technology lies in enabling healthcare teams to provide care that is more timely, more precise, and more compassionate.

In fulfilling our social responsibilities, the Hospital actively engages in community health promotion, cancer prevention, long-term care, and healthcare services for rural and underserved communities. We believe that a hospital is more than a place where medical services are delivered; it is also an essential partner in promoting population health and the broader well-being of society. Looking ahead, I will continue to work alongside all members of the Hospital to build upon our existing achievements and strong foundation. We will further strengthen sustainability governance, advance the low-carbon transition, develop smart healthcare, and enhance the quality and resilience of our healthcare services. Guided by our enduring commitment to protecting life and health, we will move forward together with all stakeholders towards becoming a model of sustainable healthcare that integrates clinical excellence, social value, and environmental responsibility.


Message from the Deputy Superintendent, Director of the Medical Quality Center, and Chairperson of the Sustainability Development Management Committee

At a pivotal moment for global sustainability governance and healthcare transformation, Chung Shan Medical University Hospital is demonstrating its commitment to net-zero healthcare through concrete action. As Vice Superintendent of the Center for Healthcare Quality and Chair of the Sustainability Development Management Committee, my core responsibility is to integrate cross-disciplinary resources and ensure that sustainability strategies are not confined to management policies, but are translated into the everyday practices of every member of staff in the delivery of healthcare services.

The year 2025 marked an important new stage in the Hospital’s sustainability governance. We continued to strengthen our governance framework and, for the first time, disclosed Category 3 greenhouse gas emissions, extending the scope of carbon management beyond hospital operations to the broader value chain. This improvement in disclosure quality and governance maturity reflects the Hospital’s long-term commitment to sustainability. Although the expanded reporting boundary resulted in an increase in total reported greenhouse gas emissions compared with the previous year, emissions declined when assessed on a like-for-like basis using the same reporting boundary. This demonstrates that our energy-saving and carbon-reduction initiatives are gradually delivering measurable results.

At the same time, we continue to promote green procurement, extending sustainability principles into purchasing decisions and supply chain management. By working closely with our partners, we aim to build a more resilient and mutually beneficial sustainable value chain. In healthcare services, we continue to advance smart healthcare, expand international medical collaboration, and strengthen medical education and talent development. In this way, sustainability is embedded not only in environmental management, but also in improvements to healthcare quality and workforce development, helping us build a healthcare system that is resilient, innovative, and internationally competitive. Looking ahead, we will continue to advance our sustainability efforts under the core principles of “Resilience, Innovation, and Shared Prosperity.” We will further strengthen our carbon management systems and energy-saving and emissions-reduction measures as we steadily progress towards the goal of net-zero healthcare. We firmly believe that sustainable development is a core strategy for enhancing the Hospital’s long-term competitiveness.
